Submit your proposals for the congress here. You can submit proposed amendments, (topical) motions and amendments. A motion modifies one of the DWARSe documents. The documents you can submit amendments to are the Articles of Association, the Internal Regulations, the Code of Conduct, the Programme of Principles and the Political Programme. These documents can be found at this page. You cannot propose amendments to policy documents.

A motion is a way of putting something before the joint congress, in the form of an appeal or statement. On a call, motions can call on the boards, the congress, or a particular committee or body to do something. If more than 50% of the congress votes in favour of a motion, then whoever is called upon must get to work on implementing the motion. Passing a speaking motion establishes that the congress thinks something about a particular issue, and boards are expected to follow that line and implement any follow-up steps. Motions are not binding, but are a strong desire of the congress. If motions are not carried out, the person or body to whom it was addressed must be held accountable at the next joint congress. this page.

Amendments are a proposal to modify a proposal submitted by someone. For example, because you just disagree with it, or think it is better with a small change. If the original proposer agrees, the amendment is adopted and not put to the vote. If the original proposer disagrees, the amendment is put to the vote first.
